Background:
Dr. Collins assisted the AG Development group through the approval process for the Meres
Crossing redevelopment project in Tarpon Springs, Florida through an extensive Traffic
Impact Analysis. This was the first project to be implemented under the City's new
Multi-modal Transportation District (MMTD).
Roadway conditions were inventoried for traffic volumes, traffic signal operations and
intersection geometries. Assisting through the driveway connection permitting process
with Florida DOT was also completed.
Roadway and operational improvements were developed for the external roadway network
affected by the development of Meres Crossing. A hurricane evacuation and mitigation
study was also prepared to meet Comprehensive Plan Amendment requirements.
Items of significance included the roadway realignment of Meres Boulevard and
traffic operations improvements at the Alternate US 19 intersection.
