Crystal River Energy Complex
Dr. Collins managed a traffic impact and parking circulation study to evaluate the impacts of the Outage at the Crystal River Energy Complex (CREC). During the outages peak activity a total of 2,000 additional temporary employees were continuously on-site for 12-hour work shifts.
The primary purpose was to evaluate the impact of a 2,600 space temporary parking lot and employee shuttle bus service to be constructed on the northwest corner of the intersection of US-19/US-98 & CR 488. To accommodate the increased traffic and activity, a traffic signal timing plan for a fully actuated traffic signal using video vehicle detection equipment was developed.
An analysis for the required number of parking spaces needed throughout the Outage project was also completed. Design review of the parking layout plans and parking circulation were also critical elements toward the program.
